In 2017, the Mayor of London’s Office for Policing and Crime (MOPAC) asked HMICFRS to inspect a Metropolitan Police Service operation into alleged criminal offences arising from the 2014 mayoral election in the London Borough of Tower Hamlets, which involved the outgoing mayor, Lutfur Rahman of the Tower Hamlets First party.

In November 2008, the government announced that police authorities would be jointly inspected by HMICFRS (then HMIC) and the Audit Commission across the full range of their activities. These inspections were discontinued in 2010 following the announcement that PCCs would take over from police authorities.

Police and crime commissioners (PCCs) or their equivalent can commission HMICFRS to carry out inspections within their force area. We publish the findings from all inspections commissioned by PCCs.

Upon the request of the chief constable of the Police Service of Northern Ireland (PSNI), in 2012, the Minister of Justice for Northern Ireland commissioned HMIC to inspect the role and function of the PSNI Historical Enquiries Team.

Between 2012 and 2013, we inspected the progress the Police Service of Northern Ireland, the State Pathologist’s Department, the Coroners Service and the Office of the Police Ombudsman had made against recommendations on the retention of human tissue in criminal cases.

Between April and June 2012, HMICFRS (then HMIC) made an interim assessment of how effectively authorities planned for the transition to elected police and crime commissioners.

In July 2008 the Home Secretary introduced the Policing Pledge. The Pledge set out ten standards that police commit to uphold. HMICFRS (then HMIC) was asked to observe and report on Policing Pledge delivery across all 43 police forces in England and Wales.

In October 2020, the Home Secretary commissioned HMICFRS to inspect how effectively the police manage protests. We inspected ten police forces with recent experience of policing protests and consulted a wide range of other bodies, including protest groups and – through a survey of over 2,000 people – the general public.

In 2019 we received a super-complaint from Hestia about the policies and practices of the police forces in England and Wales, and the standard of support that victims of modern slavery receive. We inspected six police forces, reviewed information provided by other forces, and made recommendations to police and crime commissioners, chief constables and the Home Office.
