Business Plans, Corporate documents, Inspection programmes —
This document provides details of HMICFRS’s inspection programme and framework for policing for 2020/21.
Child protection —
Protecting children is one of the most important tasks the police undertake. Only the police can investigate suspected crimes, arrest perpetrators and monitor sex offenders. Police officers have the power to take a child who is in danger into a place of safety, or to seek an order to restrict an offender’s contact with children. The police service also has a significant role working with other agencies to ensure the child’s protection and well-being, longer term.
Letter —
The Home Secretary and the Mayor of London wrote to Sir Thomas Winsor to commission an inspection of the Metropolitan Police Service’s handling of the Sarah Everard vigil.
Protest —
On 21 September 2020, the Home Secretary commissioned us to conduct an inspection into how effectively the police manage protests. This followed several protests, by groups including Extinction Rebellion, Black Lives Matter and many others.
Spotlight, Stop and search —
Stop and search legislation was introduced in 1984. However, 35 years on, forces still do not understand fully the impact of the use of the powers. When the police use their powers disproportionately, it causes suspicion among some communities that they are being unfairly targeted.
Revisit —
In November 2020, we returned to review the progress the force has made in responding to the open recommendations from all three inspections that specifically relate to how the force protects vulnerable people.
Regional Organised Crime Units —
In this inspection, we examined how effectively and efficiently the Regional Organised Crime Units tackle the threat from serious and organised crime.

Domestic abuse, Modern slavery, Super-complaint, Vulnerability —
On 18 December 2018, Liberty and Southall Black Sisters made a super-complaint to HMICFRS.
This super-complaint concerns migrant victims in vulnerable circumstances. They usually arise from crimes of domestic abuse or modern slavery and human trafficking.
Crime recording —
This inspection was carried out to establish the extent to which Greater Manchester Police provides a good service to victims of crime.
