This is His Majesty’s Chief Inspector of Constabulary’s report to the Secretary of State, under section 54(4A) of the Police Act 1996. Super-complaint  — 

HMICFRS, the College of Policing and the Independent Office for Police Conduct have published a report in response to the super-complaint  from the Criminal Justice Alliance Section. This super-complaint is about the police’s use of section 60 of the Criminal Justice and Public Order Act 1994, and the scrutiny of all stop and search powers.

In this report, we examine what published demographic data is available for a range of police criminal justice decisions. We then detail the policy context that exists for these, before setting out the findings from the fieldwork that we carried out.
