HMICFRS was commissioned by the Thames Valley Police and Crime Commissioner (PCC) to carry out an inspection of Thames Valley Police under section 54(2BA) of the Police Act 1996. The PCC asked us to consider whether there had been any lost opportunities in how the force dealt with intelligence and information relating to a serving officer – Police Constable Luke Christopher Horner – who had been charged with sexual offences.

We have reviewed how well the force vetting unit, counter-corruption unit and professional standards department dealt with information and intelligence relating to PC Horner.
