His Majesty’s Inspector of Constabulary (HMI): Lee Freeman is HMI for States of Jersey Police (SOJP)
The Bailiwick of Jersey is a Crown Dependency in the English Channels referred to as ‘the States’. It comprises of the island of Jersey along with surrounding uninhabited islands and rocks.
The SOJP is the official Jersey-wide police service. It shares responsibility for policing the island with 12 honorary police forces. These parish-based voluntary forces perform a variety of roles. This includes dealing with minor offences, traffic control and maintaining public order at large events. They are wholly independent of the SOJP and are responsible to the Attorney General.
There are approximately 240 officers covering an area of 46 square miles. SOJP serves a population of just under 108,000.
HMICFRS independently inspects SOJP upon invitation. In the case of Jersey, the Jersey Police Authority invite us to inspect the States of Jersey Police.
SOJP is a relatively small force and its capacity and capability have limitations. For this reason, we do not compare it directly with other forces or grade it.
We ask the questions that we believe the public wish to have answered, and publish our findings, conclusions and recommendations. We use our expertise to interpret the evidence and make recommendations for improvement.
