Hard-to-reach communities

People who experience barriers to participating in public discussion. Many people in these communities belong to ethnic minority groups and may find it hard to access public services. This means that their views may not be heard. Policymakers and those who plan and provide public services may not consider their needs.

They may also be referred to as ‘seldom heard’ communities.
