During our PEEL inspection of Cleveland, between 20 and 31 May 2019,  we identified six causes of concern. One of them was about the efficiency of the force in understanding its demand and its strategic planning.

This was that Cleveland Police doesn’t adequately understand the demand it faces. A thorough understanding of demand is required to underpin all strategic planning. This failure means it doesn’t have coherent workforce and financial plans to meet demand and deliver the necessary outcomes.

We reviewed progress against this cause of concern between 11 May and 21 June 2021.
