The county houses royal residencies, Allied Rapid Reaction Corps and GCHQ, increasing potential physical and cyber security threats requiring the retention of additional firearms capability.
The National Hunt Festival and the Royal International Air Tattoo attract over 370,000 visitors, requiring significant policing resources.

In the 12 months November 2022 to October 2023 the crime rate was higher than Gloucestershire’s most similar forces.
Volume of recorded crime has decreased 5.6% comparing November 2021 to October 2022 with November 2022 to October 2023. The national decrease is 0.6%.
There are approximately 40,000 crimes reported annually, with demand around violent crime, theft and arson and criminal damage. The FCR receives around 100,000 incidents per year.
The revenue budget for 2023/24 is £145.8m, funded 52% by government grant and 48% by local Council Tax. The 2023/24 budget assumes establishment for officers and staff of 2,349 FTE (full time equivalent).
A new operating model launched in June 2023. This reorganised the force, particularly on the front line, and created some new teams to improve the management of incidents and crime investigations.
Specialist functions of roads policing, armed capability (including royal household protection) and dogs are delivered in force. Major and organised crime capabilities are collaborative with South West forces.

Operational teams include dedicated neighbourhood policing, force response units, local policing investigation and dedicated crime management functions working in partnership with the force control room. Supported by a centralised custody suite, investigations facility, digital and public protection hubs, including a MASH. The crime harm reduction team with local partnerships work to tackle gang violence and anti-social behaviour, and safeguard vulnerable people (e.g. Project Solace, Aston Project).
