Fire and rescue services' progress against recommendations
HMICFRS routinely monitors progress against the recommendations that we make to fire and rescue services in our inspection reports. The table below shows progress fire and rescue services have made against recommendations made to them in the:
- 2018/19 Fire and Rescue Service Assessments;
- 2021/22 Fire and Rescue Service Assessments; and
- 2023/25 Fire and Rescue Service Assessments.
Recommendations are not orders. It is for others – principally chief fire officers – to act on them.
Recommendations shown as:
- open are those which have been given to the service and are not yet complete and have not been superseded;
- completed and verified are those where HMICFRS is satisfied that the service has taken the actions to complete the recommendation;
- superseded are those which have been repeated or updated following a more recent inspection.
This page is updated each year in March and September and was last fully updated on 12 September 2024 using data extracted on 2 September 2024.
The change log sets out the updates and changes made to this table over time.

Avon Fire and Rescue Service | Avon Fire and Rescue Service inspection 2023/25 – accelerated cause of concern | The service’s mobilisation system, which records information and dispatches resources to emergency incidents, isn’t reliable and crashes during emergency 999 calls. This unnecessarily delays the mobilisation of resources, which results in the public receiving a slower response to emergencies. | By 19 September 2023, the service should develop an action plan to make sure fire control staff are provided with regular updates and welfare support is put in place. | Open | https://www.justiceinspectorates.gov.uk/hmicfrs/publications/avon-frs-inspection-accelerated-cause-of-concern/ | Fire and Rescue Service effectiveness, efficiency and people 2023/25 |

Avon Fire and Rescue Service | Effectiveness, efficiency and people 2023/25 – Avon Fire and Rescue Service | Prevention activity isn’t a sufficiently high priority for the service, and there is no prevention strategy, which should drive its day-to-day activities. The service doesn’t adequately prioritise home fire safety visits (HFSVs) on the basis of risk. We found that H SVs were arranged based on staff’s availability as opposed to risk. We found several HFSVs that were outstanding for a significant period of time due to resourcing issues. | Within 28 days, the service should develop an action plan to develop and implement a prevention strategy that prioritises the people most at risk of fire and makes sure that work to reduce risk is proportionate. | Open | https://www.justiceinspectorates.gov.uk/hmicfrs/publications/frs-assessment-2023-25-avon/ | Fire and Rescue Service effectiveness, efficiency and people 2023/25 |

Avon Fire and Rescue Service | Effectiveness, efficiency and people 2023/25 – Avon Fire and Rescue Service | The service has shown an intent to improve its culture, with some staff reporting improvements across the service. However, more needs to be done. We found evidence of behaviours that weren’t in line with service values. We were told about cultures among some teams where staff demonstrate unacceptable behaviours, such as using sexist or inappropriate language and disguising this as banter. And worryingly, some staff don’t have the confidence to report these issues. Cornwall Fire and Rescue Service | Fire and rescue service effectiveness, efficiency and people 2018/19 - An inspection of Cornwall Fire and Rescue Service | We have serious concerns about Cornwall FRS’s response to incidents. The service consistently doesn’t meet target response times for fires, especially in remote areas served by on-call stations. It is sometimes slow to update mobile data terminals with risk information. Staff often rely on paper records. Staff in the critical control centre aren’t confident in the ICT systems which show availability of staff and fire engines. This leads to increased resources being mobilised or delays in attending incidents. Operational crews don't regularly record information because they aren’t all completing risk assessments or decision logs, in line with national guidance. Frontline staff don’t all understand how to identify vulnerable people or how to use the referral process for vulnerable people and safeguarding. The service doesn’t consistently gather essential learning from operational incidents, or pass this on to all staff. | The service should implement national operational guidance, specifically in relation to the completion of analytical risk assessments and decision logs. | Completed and Verified | https://www.justiceinspectorates.gov.uk/hmicfrs/publications/frs-assessment-2018-19-cornwall/ | Fire and Rescue Service effectiveness, efficiency and people 2018/19 |
