The force says...
Warwickshire is a landlocked non-metropolitan county comprising 253,300 households. In 2021, the population was estimated at 596,800. There are pockets of deprivation within the county that are ranked in the 20 percent most deprived areas nationally.
The county hosts a disproportionate number of motorways and major roads as compared with other similar forces. Sections of HS2 will pass through the county and significant work is ongoing as part of this project.
The force has grown considerably; in March 2025 Warwickshire Police had a record 1123 police officers, 72 PCSOs and 808 police staff. Further intakes are planned throughout 2025-26. The force has rebuilt many centrally based services (Professional Services), delivered a new policing model (3 x policing areas) and transformed its digital services and ICT infrastructure.
In line with national trends, since the COVID-19 pandemic, the force has seen relative stability in crime volumes. However complexity and crime types have evolved such as those enabled in the cyber sphere.
Like other forces, we continue to see higher 999 call and service demand levels than pre-COVID-19 levels. We further anticipate extra demand through our diversified contact streams (e.g. Single Online Home and LiveChat).
The current force policing plan (Fit for the Future) comes to an end in 2025, and in 2025, the force commenced the ‘Building our Future Together’ programme and the outputs will be informed by the voices and views of our people, our partners and our public. Together, we will build a new force vision, new force values and a new comprehensive policing plan that will ensure Warwickshire Police delivers the very best policing services possible within the resources and funding available to us.
Financially, the position is strong, and various options exist to deliver against the MTFP savings in a way that will not significantly damage service delivery.

Warwickshire is a landlocked non-metropolitan county comprising 253,300 households. In 2021 the population was estimated at 596,800. There are pockets of deprivation within the county that are ranked in the 20 percent most deprived areas nationally.
The county hosts a disproportionate number of motorways and major roads as compared with other similar sized forces. Warwickshire is also an area where sections of both Phase One and Phase 2b of HS2 will pass and significant work is ongoing as part of this project.
Warwickshire is now a fully standalone force and completed the final phase of the transition in early 2022 with the significant transformation of our ICT onto a modern and stable infrastructure. This also included moving our control room to a new purpose-built building.
In July 2022 Warwickshire Police had 1031 police officers, 64 police community support officers and 708 police staff. Further intakes are planned and will increase officer numbers to 1100 by the end of 22/23.
In line with national trends, the COVID-19 pandemic restrictions altered the profile of crime across the county. Although crime levels have increased across the country as restrictions have eased, Warwickshire has experienced a lower increase than the regional and national average.
Like other forces, 999 call demand has been unprecedented in 2022 and despite having to manage a major ICT overhaul, performance is very much in line with other forces across the country. Demand pressures have also come from policing the ‘Just Stop Oil’ protests and supporting the policing response to the Birmingham Commonwealth Games.
The force is focused on delivering our Fit for the Future strategy to 2025. We have launched a new programme of change which includes a redesigned operating model and levering the benefits of our ICT investment. This has been made possible by sound financial planning, which includes no savings requirement for 22/23.
